The current SPIRE system

SPIRE, the online export licensing system of the Export Control Joint Unit (ECJU) in the United Kingdom, is used to apply for export or trade licenses for a wide range of 'strategic' goods and military items. However, the system has faced challenges in efficiently processing the growing number of license applications, leading to delays and increased administrative burden for exporters.

Introducing LITE: The new digital licensing service

To address these challenges, the ECJU is introducing LITE, a new digital licensing service designed to replace SPIRE. LITE aims to streamline the export license application process in the UK by incorporating increased automation to support license decision-making. The primary goal is to save exporters time and improve the overall efficiency of the licensing process.

Preparing for the LITE implementation

The roll-out of LITE started in 2021, with some users already trialling the system on a 'private beta' basis. The full switch is expected on September 17, 2024. Currently, LITE is ready for SIEL applications, while SPIRE remains active for other application types.

Registered exporters should expect to receive updates about the status of LITE and take the following steps to prepare:

  • Stay informed: Watch for updates and communications from the ECJU regarding the transition. A detailed communication will be sent to SPIRE users in September, along with an invitation to join the LITE system.
  • Ensure data accuracy: LITE will rely on accurate and up-to-date information from businesses. Review and update your export data to avoid issues with the new system.
  • Understand data security: While the UK government has assured that data protection measures will be in place, familiarise yourself with the new system's security features and best practices.
  • Check IT compatibility: Some SPIRE users with incompatible IT functions will receive separate communications before the go-live date. If you have concerns about compatibility, contact the LITE team.
