CERTEX: The First Phase of Implementation by 1 March 2025.

Dutch Customs is currently working on the first phase of the implementation of CERTEX, the European Union Customs Single Window Certificates Exchange System (EU-CSW-CERTEX). This system is an important step in the further automation of customs declarations and contributes to more efficient processing of non-customs formalities.

CERTEX and EU customs: Streamlining non-customs formalities for import, export & transport by 2026

CERTEX is part of the single window environment to be set up by customs authorities in the European Union. The system links customs systems to non-customs systems, allowing information on non-customs formalities to be processed automatically. Non-customs formalities are obligations that apply to international flows of goods based on EU legislation other than customs legislation. This means that businesses must accurately refer to existing, relevant non-customs formalities, such as licenses, in their declarations.

By 1 January 2026, all 11 non-customs formalities must be connected for the Import, Export, Storage and Transport regimes. This will require links to the Customs Declaration Management System (DMS) and the NCTS In addition, special schemes, such as the Information Entry In the declarant Records (IIAA) and Inward Processing, will be part of the implementation.

Phased implementation of CERTEX in the Netherlands

Due to the complexity of the interfaces with various non-customs systems and enforcement partners, Dutch Customs is opting for a phased implementation. This enables:

  • To properly monitor the impact on business and software vendors;
  • To ensure sufficient and correct information;
  • To provide adequate guidance to the internal processes and staff involved.

First phase of CERTEX goes live in March: Start with ozone layer depleting substances (OAS)

The first implementation date of CERTEX is 3 March 2025. From this date, controls on Ozone Layer Depleting Substances (OAS) will go through CERTEX. At this stage, the regulations Import, Export and Storage will be included in the regular procedure. The Transport regulation and the special procedure IIAA are not included for the time being.

For this implementation, Customs is working closely with the Environment and Transport Inspectorate (ILT). In the coming months, both Customs and ILT and involved parties will regularly inform about the progress and consequences of the implementation.

How businesses must prepare for CERTEX OAS compliance by March 2025: Avoid rejections with these key steps

Businesses making customs declarations requiring an OAS declaration code must ensure that their declarations are correct and complete from 3 March 2025. An incorrect or incomplete declaration will be rejected by the system.

Please note the following:

  • A valid licence must be present in the ODS Licensing System if the goods require it. This is the responsibility of the importer/exporter.
  • The importer/exporter must know the net mass amount of ozone depleting substances in the goods.
  • The ozone-depleting potential of the substances must be known and correctly declared. This is also an obligation of the importer/exporter.


Furthermore, it is important to know what rules apply to goods from the Ozone Depleting Substances Regulation.
