Key changes for businesses
The transition introduces several important updates, including a switch in the message structure from Edifact to XML. Although this technical change will be managed behind the scenes, instructing parties will need to adapt to new data requirements:
- Mandatory HS codes: A minimum of six-digit Harmonized System (HS) codes must be provided for all transit declarations. For shipments involving multiple HS codes, companies must break down weights (gross and net), number of packages, and values per code.
- Goods’ value documentation: Supporting documents, such as invoices or value declarations, will now be required to specify the actual value of goods. A fixed security provision amount will no longer apply.
- Transport route information: The countries along the shipment’s route must be identified using their respective country codes.
Default assumptions and updates
As part of our service, customs declarations could follow default assumptions about loading locations, transport routes, means of transport at the border / departure and the economically responsible route. Businesses should also confirm their Economic Operator Registration and Identification (EORI) numbers and provide consignee details, including EORI numbers (if applicable).
Potential delays
While the official transition date remains January 21, 2025, there is a possibility of delays due to the so-called “Big Bang” as imposed by authorities. Businesses are advised to stay informed and prepare their systems and processes for compliance.
